   Performance reflection years, finalized

Regarding the performance reflection period for teacher promotion, the government finalized the plan to allow teachers select the most favorable three year records out of recent five years. The three-year performance records will be reflected at a 50/30/20 ratio starting from the most recent year.

The government approved this Regulation for the Promotion of Educational Civil Servants during the Cabinet meeting on March 30. However, it should be noted that promotion list as of Jan 31, 2011 will reflect selected three year records out of recent four years while three out of recent five years will be reflected in promotion as of Jan 31, 2012 for the first time.

In May 2007, the government finalized a gradual reflection of ten-year performance records from Jan 31, 2011 to 2017. But it was met with harsh criticism from teachers that it would make more teachers avoid working in rural areas because teachers in small schools are disadvantaged in terms of performance rating and that reflection period is way too long compared to other public employees.

Later in January 2009, KFTA reached an agreement with MEST through collective bargaining to reduce the reflection years and Education Minister Ahn Byung-Man reaffirmed the reduction plan in August.
